Kelsey Ellis, CTRS/R : President


Kelsey Ellis, CTRS/R

Kelsey obtained her degree in Therapeutic Recreation from Eastern Washington University in 2008.   After completing her internship at Harborview Medical Center on the Inpatient Rehabilitation Unit, she has worked on various inpatient rehabilitation units in Western Washington, as an Aquatic Therapist, and completing evaluations for King County Metro Access.  In 2013, she and her husband traveled around the world, visiting South America, India, Nepal, and Southeast Asia.  Kelsey is currently working for Providence ElderPlace.


Whitney Ferguson, CTRS : President-Elect


Whitney Ferguson, CTRS

Whitney obtained her degree in Therapeutic Recreation from Eastern Washington University in 2013. After completing her internship at Oregon State Hospital, she continued to work in mental health settings. Whitney currently works at Swedish Hospital and has spent the last four years working for the City of Seattle, Specialized Programs. Whitney is actively engaged with Special Olympics and enjoys hiking, yoga, and training her Saint Bernard "Moose" to become a therapy dog.

Jesse Potts, CTRS/R : Past-President

Jesse Potts is a graduate from Eastern Washington University with a bachelor’s in Recreation Therapy.  After completing her internship at Child Study and Treatment Center she worked at Western State Hospital for seven years before traveling back to the east side of the state to work at Eastern State Hospital.


Katie Stephens, CTRS : Secretary


Katie Stephens, CTRS

Katie Stephens is a graduate of Western Washington University where she received her BA in Recreation and emphasis in Therapeutic Recreation. While in school, she completed an internship at the Seattle VA Hospital in the Spinal Cord Injury and Traumatic Brain Injury Unit and was able to attend the Wheelchair Games in Colorado. After graduation she worked for four years in a long term care setting for older adults with memory loss and served as a TR intern supervisor for WWU students. Katie is currently pursuing a Masters in Social Work with an emphasis in Administration and Policy and a Certificate in Nonprofit Management at the University of Washington. Additionally, Katie is volunteering her time in a number of different capacities in order to help community-based organizations offer adaptive recreation within their programming.

Krystal graduated from Ithaca College in New York with a degree in Therapeutic Recreation. For the past 10 years she has primarily worked with youth in the behavioral and mental health setting.

Ashley Skartvedt, CTRS : West Representative

Ashley Skartvedt, CTRS

Ashley earned her BA in Therapeutic Recreation from Western Washington University in 2009. She has been working as a CTRS at the Child Study and Treatment Center in Lakewood, WA since 2012. Ashley enjoys playing soccer, is a lifeguard, and a yoga teacher.


Kelly Sipes, CTRS : East Representative

Kelly Sipes, CTRS

Kelly Sipes graduated from Eastern Washington University in 2000 with a Bachelor of Science degree in Therapeutic Recreation. He has been a Certified Therapeutic Recreation Specialist (CTRS) since 2000 and has been registered as a Recreation Therapist in Washington State since 2008.  His first professional position (2000-04) was as the Activity Director in the Cheney Care Community, a skilled nursing and dementia care non-profit agency in Washington.  He began his current position at Eastern State Hospital in 2004 and has worked in co-occurring developmental disability, geriatric and adult psychiatric units during his tenure. He is certified to facilitate WRAP® through the Copeland Center for Wellness and Recovery.   He is a retired veteran of the United States Air Force, having served in the Cold and Gulf Wars.  Kelly and spouse, Jane, currently reside in Cheney Washington.  He has previously participated as Eastside Representative and has presented at two past WSTRA Symposiums.
